Not by itself. Under NYC Local Law 196, covered workers need a 40-hour SST Worker Card. An actively-proctored OSHA 30 counts as 30 of those 40 hours, so you only need 10 more (8h Fall Prevention + 2h Drug & Alcohol), and it also qualifies you for a Temporary SST Card.
